Blissey can be found in Areas 1 to 3 of North Province. However, it is still rare to find a Blissey in these locations. To get Blissey faster, it is recommended to evolve it from Chansey instead by leveling it up with High Friendship.

To get a Chansey, you may find one in South Province, near Los Platos. Otherwise, you can evolve it from Happiny, which is commonly found in the same area.
