Yellow Bell Pepper is the best ingredient to use when finding Electric-Type Shiny Pokemon. When you go for a picnic, go to Creative mode and add in 3 pieces of Yellow Bell Pepper with 2 Pickles, 1 Cucumber, and 2 Herba Mystica to get Sparkling Power: Electric Lv. 3.

In Addition, this recipe will also give you Title Power: Electric Lv. 3 and Teensy Power: Electric Lv. 3, which increases the chances of finding Electric-type Pokemon with Titles, and small Electric-Type Pokemon, respectively.
