Gyarados Best Moveset for the Story

High Attack Moveset

Best Tera Type
Pokemon Scarlet and Violet SV - Ground Type Moves
Best Nature Adamant ( Attack, SpAtk)
Best Ability Intimidate
Best Held Item
Moveset Crunch
Aqua Tail
Earthquake
Dragon Dance

This build takes advantage of Gyarados' high Attack stat. Its Adamant nature and Muscle Band will further boost its attack power, making moves like Aqua Tail and Crunch deal grievous harm to any opponent in Gyarados' way. If you can, use Dragon Dance to both speed up his attacks and make them more powerful.

In case you run into any Electric-type Pokemon, surprise your opponent by Terastallizing Gyarados into a Ground-type. Not only does this eliminate Gyarados' weaknesses, but it also allows it to use Earthquake with STAB on top of the type advantage to compensate for its low SpAtk.

If you want to bring Gyarados into a Ranked Battle though, his moveset can become completely different.

Tera+STAB Attacker:
Pokemon who stack their Tera Type damage boost with STAB to get a 2x damage boost for one type.
Tera Boost Coverage:
Pokemon who use a Tera Type different from their main types to get a 1.5x boost in a new typing for greater coverage.
Weakness Protection:
Pokemon who use a Tera Type to reduce or remove one of their critical weaknesses.

Should You Terastallize Gyarados?

Terastallized Pokemon gain a 1.5x damage bonus to moves of their Tera Type, while also removing weaknesses and resistances from their original typings while maintaining those typings' STAB.

Tera Types Explained

Gyarados Best Nature

Nature & Stat Changes Explanation
Adamant
Atk, SpAtk
Adamant Attacker

Capitalize on Gyarados' high Attack stat of 125 and raise it further with an Adamant Nature, giving bite to both its Crunch and Aqua Tail moves. This should be supplemented further by using Dragon Dance.
Impish
Defense, SpAtk
Bulky Attacker

Since Gyarados' Attack stat is already high, you can give it an Impish Nature instead to raise its Defense stat of 79. This makes it last longer during drawn-out brawls with other Physical Attacker Pokemon. Count on Dragon Dance instead to buff Gyarados' Attack and Speed.
Jolly
Speed, SpAtk
Speedy Sweeper

If you want to get the drop on enemies fast, you can give Gyarados a Jolly Nature to increase its Speed stat of 81. Use Aqua Tail and Crunch while occasionally buffing yourself further with Dragon Dance to always make the first move in battle.
