Steel is the best Tera Type for this build because it is the best defensive type in the game, making it safer for Mewtwo to go for Nasty Plot boosts.
Best Steel (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Mewtwo's Sp. Atk and Speed to make it hit as hard and fast as possible. The extra 4 EVs are put into its HP to help round out its bulk.
A Timid nature is preferred to help Mewtwo outspeed as many Pokemon as possible.

Generation 9 introduced a lot of fast Pokemon into the game. This means that Metwo gets outsped by some of the new fast attackers either naturally or with items like a Choice Scarf or Booster Energy.
Make sure to knock out the opponent's fast Pokemon first before sending in Mewtwo to utilize its wide offensive coverage to close out the fight.
Mewtwo is best used on teams that need a Pokemon with strong offensive coverage that can come in and get a counter-knockout after one of your Pokemon faints.

Flutter Mane acts as a strong offensive lead that can outspeed your opponent's fast Pokemon and get a quick knockout before they can move.

Rayquaza acts as a fail-safe that can quickly knockout any remaining Pokemon on the opponent's side with Tera Normal Choice Band boosted Extreme Speeds.
