An Adamant Nature and a full 252 EVs maximizes Extreme Speed's damage output.

252 EVs are put into its HP to maximize Arceus's bulk. The remaining 4 EVs are put into Speed, but can also be redistributed to Defense to give Arceus a point of extra tankiness on the defensive end.

Other Viable Moves

Taunt Taunt can shut down bulky Trick Room Pokemon who might survive Extreme Speed. Do note that Extreme Speed still keeps its priority even in Trick Room conditions.
Earthquake Earthquake is a great Ground-type Spread Move that can allow Arceus to damage Steel and Rock-types who resist Extreme Speed.

Chien-Pao also easily handles Arceus's more difficult matchups thanks to its positive type advantage against them.
Its Crunch can also deal meaningful damage to Pokemon like Farigiraf or Tapu Lele, while Icicle Crash can threaten a KO on Tsareena.

Grimmsnarl can support Arceus if it needs additional bulk through Screens support.

Rapid-Strike Urshifu works as a backup attacker that also benefits from Chien-Pao's Sword of Ruin and Grimmsnarl's Screens.
