Arceus's only Abiility is Multitype, which does is not a factor at all for this build because Arceus is not holding an Elemental Plate.
The Held Item of choice is Clear Amulet, which can protect Arceus from Intimidate Attack drops.

Extreme Speed is the set's most important move, which allows Arceus to sweep through teams after a single Swords Dance.
Shadow Claw lets Arceus damage Ghost-types, while Protect lets you keep Arceus safe on turns where it could get flinched by Fake Out.

Normal is the best Tera Type for this build because this can increase the damage output of Arceus's Extreme Speed even further.
An Adamant Nature and a full 252 EVs maximizes Extreme Speed's damage output.
252 EVs are put into its HP to maximize Arceus's bulk. The remaining 4 EVs are put into Speed, but can also be redistributed to Defense to give Arceus a point of extra tankiness on the defensive end.

Judgment is Arceus's Signature Move, which changes its type based on the Elemental Plate that Arceus is holding. Because Arceus is holding a Pixie Plate, Judgment's type will be Fairy.
Earth Power is the set's Coverage Move, which can allow Arceus to damage Steel or Poison-types who can resist its Fairy-type Judgment.
Calm Mind can allow Arceus to sweep after just one use.
Protect can keep Arceus safe from getting targetted down.

Fairy is the best Tera Type for this build because this can increase the damage output of Arceus's Fairy-type Judgment even further.
A Timid Nature and a full 252 EVs maximizes Arceus's Speed.
252 EVs are put into its Special Attack to maximize Arceus's offensive capabilities.
The remaining 4 EVs are put into HP, but can also be redistributed to Special Defense to give Arceus a point of extra tankiness on the Special Defense end.
Extreme Speed is a high priority, high damaging Normal-type Move that gets even more powerful with STAB and Terastallization. This Move keeps its priority even under Trick Room.

Chien-Pao makes Arceus's Extreme Speed's already powerful damage output even more dangerous with its Sword of Ruin Ability reducing all Pokemon's Defense by one stage.
Chien-Pao also easily handles Arceus's more difficult matchups thanks to its positive type advantage against them.
Its Crunch can also deal meaningful damage to Pokemon like Farigiraf or Tapu Lele, while Icicle Crash can threaten a KO on Tsareena.
Grimmsnarl can support Arceus if it needs additional bulk through Screens support.
Rapid-Strike Urshifu works as a backup attacker that also benefits from Chien-Pao's Sword of Ruin and Grimmsnarl's Screens.
Pokemon that can render Priority Moves ineffectual are great against Arceus with Extreme Speed.
