Deoxys's Ability is Pressure, which is also its only Ability.
Because of its paper-thin defenses, Focus Sash is used to make sure it survives more than one hit.

Expanding Force is this build's most important move, which allows Deoxys to deal lots of damage while in Psychic Terrain.
Knock Off gives it an option to remove Held Items from opposing Pokemon. This also lets Deoxys deal super-effective damage against Farigiraf.
Shadow Ball is Deoxys's Coverage Move, which allows it to hit all types except Normal.
Protect can keep Deoxys safe, except from Urshifu.

Psychic is the best Tera Type for this build as it can boost Deoxys's offensive capabilities even further.
4 Attack EVs lets Deoxys deal a little bit more damage with its Physical Moves.
Because it will primarily be a Special Attacker, a full 252 is invested into Special Attack.
Another full 252 is put into Speed to make sure that it outspeeds everything on the field in most situations.
No defensive EVs are given to Deoxys because of its poor defensive stats. It will instead have to rely on Focus Sash for survivability.

Deoxys (Particularly Attack Forme) boasts a great selection of offensive options that complement its high offensive stats. Be sure to customize Deoxys's moveset to best suit your team.
Deoxys is best used in a team built around it. Pokemon like Indeedee-F with Psychic Surge enables Deoxys's main gameplan of spamming Expanding Force.
Teammates that can handle its more difficult matchups are also good for Deoxys to have.

Urshifu Rapid-Strike Style

Tornadus (Incarnate Forme)
|
Indeedee-F's Psychic Surge enables Deoxys's Expanding Force, allowing it to deal meaningful damage, if not scoring KOs on the opposing team. Indeedee-F also protects Deoxys from Priority Moves, ensuring that it's the fastest Pokemon on the field at any given moment.
It also has access to Trick Room, giving you the option to reverse Trick Room should you fail to deny your opponents from setting it up.
Tornadus-I can offer support with Tailwind, but it can also use Bleakwind Storm to damage or KO opposing Urshifu who may give Deoxys a tough time.
Rapid-Strike Urshifu can clean up games, being a late-game attacker who can benefit off Tornadus-I's Rain Dance.
Moves that hit for multiple times can KO Deoxys through its Focus Sash
Dark-types can give Deoxys a hard time, especially if Deoxys does not have any moves to deal meaningful damage to them. Dark-types are also notably immune to Expanding Force.
