Jirachi's Ability is Serene Grace, which doubles the chances of secondary effects for any Move it uses. This complements Moves like Iron Head which causes flinching, or Body Slam which causes Paralysis.
The item chosen for this build is a Choice Scarf. This helps Jirachi outspeed Pokemon that it normally wouldn't be able to.

Iron Head and Zen Headbutt are Jirachi's main flinching options. Body Slam has a high chance of paralyzing opponents.
U-Turn can get Jirachi out of unfavorable situations while also dealing damage.

Stellar is the best Tera Type for this build because it buff whatever move Jirachi uses after Terastallization, helping it get a small boost to its damage output.
Note that even if it's a Stellar-type, it will keep the defensive properties of its base Steel/Psychic typing.
A full 252 EVs are placed in Jirachi's Attack and Speed to make it hit as hard and fast as possible. The extra 4 EVs are put into its Sp. Def to help round out its bulk.
A Jolly Nature is preferred to help Jirachi outspeed as many Pokemon as possible, espsecially with a Choice Scarf equipped.

Jirachi with Choice Scarf, Serene Grace, and either Iron Head or Zen Headbutt works like a non-Priority Fake Out that you can use every turn. But because these Moves do not have increased Priority, Jirachi can get outsped by other Pokemon or out-prioritized by Priority Moves.
Because of Jirachi's typing, it is best to have teammates that can help against Jirachi's Weaknesses and difficult matchups. Water-types like Kyogre has access to Drizzle as its Ability, which lessens the damage of Fire-type Moves, which is relevant against Jirachi who is a Steel-type.

Kyogre can handle Fire-types that threaten Jirachi with damage, while also improving its matchup against Fire-types thanks to Drizzle's damage reduction to Fire-type Moves.
Tornadus-I synergizes with both Kyogre and Jirachi with its Tailwind support, while Rillaboom can take out opposing Water-types who would want to benefit off Kyogre's Rain.
Teams that run Tailwind and Fire Pokemon are often difficult for Jirachi to go up against unless Jirachi's team runs Tailwind as well.
Offensive Fire-types like Hearthflame Ogerpon, when paired with a Tailwind user, can threaten a swift KO on Jirachi.
