Stellar is the best Tera Type for this build because it buff whatever move Jirachi uses after Terastallization, helping it get a small boost to its damage output.

Note that even if it's a Stellar-type, it will keep the defensive properties of its base Steel/Psychic typing.

EV Spread and Nature

A full 252 EVs are placed in Jirachi's Attack and Speed to make it hit as hard and fast as possible. The extra 4 EVs are put into its Sp. Def to help round out its bulk.

A Jolly Nature is preferred to help Jirachi outspeed as many Pokemon as possible, espsecially with a Choice Scarf equipped.

Other Viable Moves

Trick Trick can neutralize Trick Room strategies by locking an opponent into a Move and giving them Choice Scarf's Speed boost.
Ice Punch Serene Grace Ice Punch has an increased chance of Freezing an opponent.

How to Use Jirachi Effectively

Flinch Opponents with Iron Head and Zen Headbutt

Jirachi with Choice Scarf, Serene Grace, and either Iron Head or Zen Headbutt works like a non-Priority Fake Out that you can use every turn. But because these Moves do not have increased Priority, Jirachi can get outsped by other Pokemon or out-prioritized by Priority Moves.

How to Build a Team with Jirachi

Because of Jirachi's typing, it is best to have teammates that can help against Jirachi's Weaknesses and difficult matchups. Water-types like Kyogre has access to Drizzle as its Ability, which lessens the damage of Fire-type Moves, which is relevant against Jirachi who is a Steel-type.
