Salamence has moxie but it's not much use to him, he only has earthquake and breaking swipe as physical attacks. Flying, fairy or levitate type Pokémon like Eelektross don't fear him much.
For me, it makes sense that the pseudo-legendaries in 7-star raids don't have their hidden abilities since we can already get them with their hidden abilities in 6-star raids, unlike starters and Pikachu, which are not found in the wild with their hidden abilities. Even the 7 star raid Dondozo had unaware and not water veil .
The idea of Dragonite with Multiscale and Tyranitar having Unerve as abilities for a 7 star tera raid makes it feel pointless. A one-off -1 attack on all opponents or a potential plus 6 attack boost on its own?
7 Star Dragonite had Inner Focus and 7 Star Tyranitar had Sand Stream so why would Salamence have Moxie? It doesn't make sense.
The 4/5 star raid event didn’t have Moxie so don’t be surprised if we get Moxie for the 7 star raid.
Since Dragonite and Tyranitar didn't have their hidden abilities in their respective raids, I don't think Salamence will have Moxie.
