Another way to get Milotic, is to transfer a Feebas to Brilliant Diamond or Shining Pearl and level it up once it has a high Beauty condition.

You can just raise the Beauty stat in BDSP and transfer it over to Scarlet or Violet as the Beauty Stat will not be wiped once transferred over.

Head to the Peak of Oni Mountain where the Crystal Pool is Located.

You need to do a Picnic in order to get Feebas to spawn easier. You need to create a Sandwich with Encounter Power: Water

After your sandwich, you will find a cave entrance that will lead into a hole you can drop into.

Proceed to drop into the hole, you will see a fork in the road and an Ogre Clan Member.

Head towards where the paths diverge, go to the cave entrance to your right. This will also be a drop into a pond of Water.

Once you drop there should be Feebas in the pond where you dropped into. If no Pokemon spawn, try to beat up the nearby Pokemon to get Feebas to Spawn.
