The Ability chosen for this build is Sturdy. This useful against special attackers like Bloodmoon Ursaluna, Gholdengo, and Iron Bundle who can OHKO Regirock with powerful STAB attacks.
The item chosen for this build are Leftovers. This lets Regirock passively recover health at the end of every turn, making it harder to remove from battle.

Body Press is its main attacking move that uses its ridiculous Defense stat instead of its middling Attack stat.
Rock Slide is its best Rock-type STAB move. Unfortunately, it most likely won't flinch the target since Regirock tends to move last in battle.
Stealth Rock provides great support for its allies by breaking items and abilities like Focus Sash and Tera Shell.
Thunder Wave is used to further support its team by paralyzing the opponent's Pokemon, halving their Speed stat and potentially making them miss turns.

Flying is the best Tera Type for this build because it turns Regirock's Fighting, Grass, and Ground weaknesses into resists or immunity.
Alternatively, it could use a Fighting Tera Type to remove its weaknesses and boost the damage of Body Press every time it's used.
Best Flying (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Regirock's HP and Defense to make it as physically bulky as possible. The extra 4 EVs are put into its Sp. Def to help round out its bulk.
An Impish nature is preferred to maximize Regirock's physical bulk.

Game8's Competitive Damage Calculator
While Regirock has the highest Defense stat in the game, it still has a lot of weaknesses that are common in the current metagame. Even against physical attackers like Urshifu, it can still take a lot of damage from a super-effective STAB attack like Close Combat.
It is best to avoid Pokemon that can deal super-effective hits and only use Regirock against Pokemon that it can take neutral or resisted hits from.
Regirock is best used as a hazards lead to set up Stealth Rocks and deter any physical attackers on the opponent's side.
