Goomy can evolve into Sliggoo automatically upon reaching Lv. 40 with no required items or special conditions. However, you will need to level up Sliggoo to Lv. 50 in the rain or fog for it to evolve into Goodra.

However, you cannot control the weather and in-game time in Pokemon Scarlet and Violet, so the best way to find rain and fog would be to wait for the weather to change.
