The best ability for Pelipper in Tera Raid Battles is Drizzle. Our build has Rain Dance despite Pelipper having Drizzle because we want to be able to set up Rain in the later stages of the battle without Pelipper needing to get KO-ed. Additionally, let Pelipper hold Damp Rock to extend the duration of Rain.
Hurricane is 100% accurate in Rain. Roost helps Pelipper recover some HP while Helping Hand can help an ally improve their damage.
We also recommend getting a Pelipper with a Flying Tera Type to further boost its offensive power. Since this Pelipper is a physically defensive support, a Bold nature is best to boost its Defense.
Tera Raid EV spreads should lean towards physical bulk to withstand physical attacks. Max out your HP and Defense EVs, while adding the remaining EVs into Special Attack.

Pelipper immediately debuffs opposing Fire Type moves as soon as the battle starts because of its Drizzle Ability that sets up Rain. Use 100% accuracy Hurricanes to chip down the raid boss' health bit by bit, and use Helping Hand and Roost as needed.
Use Rain Dance when Rain runs out to keep Fire type moves ineffective.

You can catch a Pelipper with a Flying Tera Type at Casseroya Lake.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If it has a different nature, you can use an Bold Mint to change its nature to Bold.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If its ability is different from our recommendation, you can use an Ability Capsule to change it.
This item can be bought at Chansey Supply shops for ₽100,000.

Wild Wingull and Pelipper will always have either Water or Flying Tera type, for that reason it is best to just catch one with the Flying Tera Type. If you need to change it however, you will need to collect 50 Flying Tera Shards and change its Tera typing in the Treasure Eatery at Medali Town.
Keep in mind that you'll need to defeat Gym Leader Larry to change Tera types at the Treasure Eatery.
If you have the money for it, you can just buy 26 HP Up (for HP), 26 Iron (for Def), and 1 Calcium (for Sp.Atk). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Roost and Hurricane are moves that Pelipper can learn at 48 and 55 respectively. You can have it remember the move by going to the "Moves and Stats" menu and pressing A.
