Black Crystals will only start appearing on the map after unlocking 6-Star Tera Raids, which are unlocked after completing the main story and the Academy Ace Tournament.

You can, however, join another player's raid battle via multiplayer. This will allow you to catch the featured Pokemon, even if you haven't cleared the game.

They will also appear if a 7-Star Tera Raid event is active.

How to Unlock Black Crystal Tera Raid Battles

Complete the Academy Ace Tournament and Do 8-10 4-Star Raids or Higher

Jacq will call you to talk about 6-star raids
After completing the Academy Ace Tournament, Jacq will call you and talk about dangerous new Raids appearing; however, you still won't unlock 6-Star Raids until you complete 8-10 offline or online 4-Star Raids or higher either in your game world or someone else's. Note that there is no way to tell which Tera Crystals have 5-star raids while offline, so you will need to search until you find one.

After you've done cleared enough Tera Raids, you'll get a call from Jacq saying that 6-Star Raids have appeared in the form of Black Crystals on the map.
