Unfortunately, Regigias' only ability is Slow Start. This halves its Attack and Speed for 5 turns when switched into battle, meaning that you need to stall out those turns first before Regigigas becomes an effective attacker.
The item chosen for this build are Leftovers. This helps Regigigas stall out turns by constantly healing back some of its lost health every round.

Body Slam is its best Normal-type STAB move that has downsides and has a 30% chance to paralyze the opponent when hit.
Earthquake is its main coverage move to help deal with Rock and Steel-types that resist Body Slam. It also hits Ghost-type for neutral unless they have Levitate or an Air Balloon.
Substitute and Protect are used to give an extra layer of safety and help Regigigas stall out the five turns it needs to get past Slow Start and have its Attack and Speed stats at full power.

Ghost is the best Tera Type for this build because it makes Regigigas immune to its only weakness in Fighting.
Best Ghost (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Regigigas' HP to make it as tanky as possible, while the rest are spread out between its Defense and Sp. Def to round out its bulk.
An Impish nature is preferred to help maximize Regigigas' bulk, making it easier to stall out the five turns it needs.

Regigigas' main weakness is its horrible Slow Start ability. If it had almost any other ability, Regigigas could be considered one of the strongest Pokemon of all time. Thankfully, there are ways to get around this in Doubles Battles.
To make Regigigas a powerful sweeper without having to worry about Slow Start, pair it with Pokemon that can disable or change its ability. The most notable option is Neutralizing Gas from both regional forms of Weezing, but there are also moves like Worry Seed that a Prankster Whimsicott can use to change its ability.
In Singles, it's a lot harder for Regigigas to be useful since it needs to get past Slow Start by itself. Rotate between using Substitute and Protect to keep Regigigas alive for five turns, so that it can stay healthy enough to sweep the opponent once Slow Start is no longer active.
Regigigas needs teammates who can help it get around Slow Start to make it a threatening attacker in battle.

Glimmora works as a great lead since it can set up Stealth Rocks and Toxic Spikes for its team. This synergizes well with Regigigas because it wants to stall out turns anyway for Slow Start to deactivate, and it also disables items and abilities like Focus Sash and Tera Shell that prevent OHKOs.
Flutter Mane is used to deal with the fast Pokemon on the opponent's team that outspeed Regigigas even when Slow Start is no longer active. It also provides a counter to the Fighting-types that Regigigas is susceptible to.
These two Pokemon also have the bonus of learning Memento. This should be used on the opponent's final Pokemon right before Glimmora or Flutter Mane gets KO'd, so that Regigigas has an easier time stalling out turns.
Finally, Regigigas is used as the anchor on this team so that it doesn't have Slow Start reset by moves like Whirlwind and Dragon Tail.
