Within the Coastal Plaza in the Terarium, there is a child who will ask you for Galarica Twigs, and offer you Galarica Wreaths or Galarica Cuffs in exchange.

The NPC will ask you for 15 Galarica Twigs if you want to obtain a Galarica Wreath.
