Turtwig appears in the northern half area of the Canyon Biome in the Terarium. You can fly to the Canyon Plaza or Canyon Outdoor Classroom fly point to get to the area where they spawn. Turtwig will only appear in this location after completing the Boost Biodiversity in the Canyon Biome Support Board request.
