Squirtle appears along the southern section of the great river in the Canyon Biome of the Terarium. Fly to either the Canyon Plaza or Canyon Outdoor Classroom fly point to access this area. Squirtle will only appear in this location after completing the Boost Biodiversity in the Canyon Biome Support Board request.
