Catch and Register 300 Pokemon in the Paldea Pokedex
You can get Lure Ball as a reward for filling up the Paldea Pokedex and catching 300 Pokemon.
You can get this item on the Pokedex app's rewards menu by pressing the X button.

You can obtain Lure Ball from auctions that take place in the market area in Porto Marinada. You need to make the highest bid to obtain the item successfully.
Auctions in Porto Marinada are unlocked after clearing Cascarrafa's Gym Challenge, and the featured items will change daily both in-game and in real-time but can be manually rerolled by closing the game and advancing the time of your console by 72 minutes.
If the merchant doesn't sell any items, make sure to change the date on your Switch's system to refresh their inventory.

Obtain as Reward in Academy Ace Tournament
You can obtain Lure Ball as a reward for completing the Academy Ace Tournament. The Academy Ace Tournament is unlocked after completing the game and defeating all 8 Gym Leaders in a rematch..
A variety of items are rewarded to the player for each successful run at the tournament, with Lure Ball included in the reward pool.
Random Chance of Obtaining It from the Poke Ball Lotto
There is a very high chance of obtaining a Lure Ball if the Poke Ball Lotto activates randomly as you do print jobs for the Item Printer.
Note that the Item Printer is available only on The Indigo Disk DLC.
