Do remember that only Pokemon in your party has a chance of obtaining an item. Additionally, you have to make sure that the Pokemon has no held item for it to have a chance of picking up the item.
Pickup Effect and Pokemon With This Ability
You can obtain Rare Candy as a reward for completing the Academy Ace Tournament. The Academy Ace Tournament is unlocked after completing the game and defeating all 8 Gym Leaders in a rematch..
A variety of items are rewarded to the player for each successful run at the tournament, with Rare Candy included in the reward pool.

How to Increase Tera Raid Star Level
Rare Candy can sometimes be found as dropped items in the form of Red Pokeballs scattered across the Paldea Region. These are multiple known locations where players can pick-up a Rare Candy in the overworld.
No. 5 in this case is found within a cave! So be sure to look around for an entrance once you're in the area!
