Pokemon Scarlet and Violet - Larvitar East Province Area Three Location
Although the Pokedex states that it lives in caves and likes the shade, you can find a Larvitar roaming around the fields in East Province (Area Three).

It is recommended to fast-travel to the Pokemon Center in that province as the Larvitar may sometimes spawn outside of it.

Note that Larvitar is a Scarlet exclusive Pokemon, so trainers with Pokemon Violet will need to trade to obtain one.
