When Terapagos enters a battle, it transforms into its Terastal Form.

Pokemon Scarlet and Violet SV - Terapagos Terastal Form

Tera Shift will activate anytime Normal Form Terapagos is sent out in battle. Once sent out, it will change into its Terastal Form, where it will change appearance and get a new Ability, Tera Shell.

Normal Form Terapagos Unusable in Battle

With Tera Shift, Terapagos will always transform into its Terastal Form once it is sent out in battle. This means that you cannot use Normal Form Terapagos in battle.
