If you are not bringing an ally that can set up the Snow, then it is best to not use Regice at all.

The item chosen for this build is an Assault Vest. This boosts its already insane Sp. Def stat by 50%, making it nearly impossible for special attackers to knock it out.

Moves Breakdown

Ice Beam Thunderbolt
Flash Cannon Tera Blast

Ice Beam is its best STAB Ice-type move with no downsides. This is used over Blizzard in case the weather changes and it is no longer Snowing.

Thunderbolt is its main coverage move that, when combined with Ice Beam, covers a wide range of Pokemon for super-effective damage.

Flash Cannon is its other coverage move that is the best move to use when compared to the other moves it has remaining.

Tera Blast becomes a great Water-type coverage move once Regice Terastallizes. This also helps it deal with Magnezone and Rotom Heat who resist its other three moves.

Water is the best Tera Type for this build because it removes Regice's weaknesses while also being one of the better defensive types in the game. It will also make Tera Blast a strong Water-type coverage move.

Do note however that Regice will lose the Defense boost it gets in the Snow when it Terastallizes to Water.

EV Spread and Nature

A full 252 EVs are put in Regice's Def and Sp. Atk to make it as physically bulky as possible while still being able to hit hard. The extra 4 EVs are put into its Sp. Def to help round out its bulk.

A Modest nature is preferred to maximize Regice's damage output.

Other Viable Moves

Blizzard More powerful than Ice Beam, but it's only accurate while it is Snowing.

How to Use Regice Effectively

Avoid Physical Attackers

Regice's only notable stat is its Sp. Def. For it to survive physical attacks, it will need the help of a Pokemon that can set up Snow to boost its defense stat.

Even after getting a defense boost, it would still be best to avoid physical attackers so that Regice can avoid taking any unnecessary damage.

How to Build a Team with Regice

Regice needs a support Pokemon that has Snowscape or Snow Warning so that it can have its relatively low Defense stat boosted.

Alolan Ninetales is the best support for Regice thanks to the combination of its Speed stat, Snow Warning, and Aurora Veil. These two moves end up making Regice very difficult to OHKO, allowing it to fire off its damaging moves.

Finally, Urshifu is on the team as a counter to Regice's weaknesses in Rock, Steel, and Fire. It also appreciates Alolan Ninetales' Aurora Veil, making it safer for it to set up a Swords Dance boost.
