Normally, Tera Starstorm only hits a single target. But if Terapagos transforms into its Stellar Form by Terastallizing, Tera Starstorm will be able to hit both opposing Pokemon in Doubles Battles.

Super-Effective Against Terastallized Targets

If Terapagos is in its Stellar Form, Tera Starstorm will deal super-effective damage to a target that is Terastallized regardless of their type, which you can utilize to hinder your opponents from Terastallizing.

Deals Neutral Damage Against Non-Terastallized Targets

Tera Starstorm will deal neutral damage against non-Terastallized targets regardless of their type. This is due to the move becoming a Stellar Type once Terapagos is in its Stellar Form.

This means that Tera Starstorm, while Terapagos is in its Stellar Form, will deal neutral damage against Rock, Steel, and Ghost-type Pokemon, even if the move is originally a Normal-type move.
