Bagon can be found as a rare spawn in caves according to the Pokedex, such as in the South Province (Area Five) in a cave on the cliffs near Alfornada.

Bagon is exclusive to Pokemon Violet so Scarlet trainers will need to trade with a friend with Pokemon Violet to get these tiny rock headed creatures.

You can get Bagon to spawn faster by using the Picnic Table Method in caves. Setting up a picnic and ending it immediately can reset the spawns of nearby Pokemon. So as long as you're within Bagon's spawn range, you can constantly do this method until you manage to find one!
