You can find this specific Rockruff as a wild Tera Pokemon southwest of Medali in West Province (Area Three).

Rockruff Forms Dependent on Time of Day

Having Rockruff reach level 25 at daytime will evolve it into a Lycanroc (Midday Form). Conversely, Lycanroc (Midnight Form) evolves from Rockruff when it levels up to 25 at night. Rockruff without the Own Tempo Hidden Ability cannot evolve at dusk.
