How to Get Leader’s Crest
There is No Reason to Get a Leader's Crest
A Leader's Crest only has use and value when held by Wild Bisharp. Whether you have a Leader's Crest or not, nor whether your Bisharp holds a Leader's Crest or not, has no effect on its evolution. The only way to evolve a Bisharp into Kingambit is if your Bisharp levels up after defeating 3 Bisharp that hold Leader's Crests.
Capture a Bisharp Surrounded by Pawniard at North Province (Area Two)

In Area Two of the North Province, you will sometimes come across wild Bisharp that are surrounded by Pawniards. These Bisharp will always be holding a Leader's Crest. Make sure to capture it if you want a Leader's Crest.

Lone Bisharps Will Not Have the Item
You can avoid starting encounters with Bisharp that are roaming around the field as they will not have any Leader's Crests. You need to battle Bisharp with a group of Pawniards with them to get the item.
Defeating Bisharps Will Not Give the Item
Whether the wild Bisharp is alone or with a group of Pawniard, the Leader's Crest item will not drop if the Bisharp is defeated in an Auto Battle. You need to catch it to get the item, or to steal it by using a move such as Thief. But to reiterate, there is no reason for you to possess one.

To evolve your Bisharp into a Kingambit, Bisharp has to level up after defeating 3 other Bisharps who are holding a Leader's Crest.
This is most easily done by having your own Bisharp defeat three Bisharp who are also leaders of their own groups of Pawniard, then levelling it up with a Rare Candy.
