Quaquaval Best Moveset for the Story

Flash Attacker Moveset

Best Tera Type
Pokemon Scarlet and Violet SV - Water Type Moves
Best Nature Adamant ( Attack, SpAtk)
Best Ability Moxie
Best Held Item
Moveset Aqua Step
Close Combat
Aqua Jet
Swords Dance

This build capitalizes on Quaquaval's high Attack and good Speed stats. An Adamant Nature and Muscle Band will boost its attack power, on top of the buffs from Moxie whenever it KOs an opponent in battle.

Use Close Combat and Aqua Jet to lay down the hurt on your opponents. If you want Quaquaval to hit harder and faster, use Aqua Step and Swords Dance. But don't count on Close Combat too much, as it will debuff Quaquaval's Defense and Special Defense stats. This makes it more vulnerable to enemy counter-attacks if they manage to withstand the move.

This build is similar to some of Quaquaval's competitive builds, so this can be used in competitive play with minor adjustments.

Tera+STAB Attacker:
Pokemon who stack their Tera Type damage boost with STAB to get a 2x damage boost for one type.
Tera Boost Coverage:
Pokemon who use a Tera Type different from their main types to get a 1.5x boost in a new typing for greater coverage.
Weakness Protection:
Pokemon who use a Tera Type to reduce or remove one of their critical weaknesses.

Should You Terastallize Quaquaval?

Terastallized Pokemon gain a 1.5x damage bonus to moves of their Tera Type, while also removing weaknesses and resistances from their original typings while maintaining those typings' STAB.

Quaquaval Best Nature

Nature & Stat Changes Explanation
Adamant
Atk, SpAtk
Flash Attacker

Focusing on raw power, give Quaquaval an Adamant Nature to boost the power of its Aqua Jet and Close Combat moves. Use Aqua Step to make the first move on opponents if you don't mind the setup involved.
Jolly
Speed, SpAtk
Sonic Speed Sweeper

If you're willing to trade raw power for first-strike capability, give Quaquaval a Jolly Nature to increase its Speed stat. You can then further raise its Speed with Aqua Step, and supplement your Attack power with Swords Dance.

The Grass Type for Tera Type coverage doesn't make sense here, as Quaquaval doesn't learn any grass move through leveling or TMs, Flying would make more sense here. But I guess it has been determined automatically.
