Skill Effect
Increases elemental damage (fire, water, thunder, ice, dragon) when landing critical hits.
Level	Effect by Level
1	Grants elemental damage +5% while active.
2	Grants elemental damage +10% while active.
3	Grants elemental damage +15% while active.

YES. Critical Element can be obtained as an extra skill on your armor when you try rolling for skills via Qurious Armor Crafting.

MH Rise - Critical vs Non Critical

Critical hits are only possible when you have positive affinity (Monster Hunter's term for critical hit chance). Critical hits increase your damage by 25%, so it's definitely useful to have high affinity. You can tell that you're doing critical damage when there's a red shine that appears whenever you attack.
