This new event quest, brought to us by update 3.3, unlocks this new Cheering Gesture!
Much like the Tempest in the Desert event quest from the previous update, this quest gives a lot of Lazurite Jewels and Golden eggs upon completion. And if you are in need of a High Commendation, this quest guarantees one (1) since its an Elder Dragon related quest.
