YES. Pierce Up can be obtained as an extra skill on your armor when you try rolling for skills via Qurious Armor Crafting.
Best Armor Augments and Armor Recommendations
When maxed out, the Pierce Up skill increases the damage of Piercing Ammo (Light Bowgun and Heavy Bowgun) and Piercing-type arrows (Bow) by a maximum of 20%, depending on where you hit. Note that this does not affect Piercing Element Ammo.

I ran some LBG test in the training room w/ rhanopols helm (pierce up level 2) and saw no difference... i'll have to run some more controlled test before concluding it's a broken skill but give it a try and see what numbers you get.

I ran some quick DPS LBG pierce up test and it looks like from my early data pierce 2 +10% and pierce 3 +20%, so p3 is well worth it... my p1 results were similar to p2 which i'm assuming is human error so i may do more testing but it's looking like p3 is the way to go!
