YES. Master's Touch can be obtained as an extra skill on your armor when you try rolling for skills via Qurious Armor Crafting.

How to Land Critical Hits
Critical hits are only possible when you have positive affinity (Monster Hunter's term for critical hit chance). Critical hits increase your damage by 25%, so it's definitely useful to have high affinity. You can tell that you're doing critical damage when there's a red shine that appears whenever you attack.
