You can only obtain the Valiabiscus as a bonus item from Argosy missions starting from MR 2. You have to send a buddy to the Sunsnug Fruitfair and get one of the items there.
As Valiabiscus is a bonus item, there is only a chance you get it alongside the item you originally requested.
Simply have a buddy assigned to go the Sunsnug Fruitfair and go on quests and you'll eventually get it. To increase your chances, unlock more submarines and get more buddies to send off to more missions simultaneously.
You can also use the Buddy Bargains Shiny Bargain or Blinding Bargain to make this rare item more likely to appear!
