YES. Dragonheart can be obtained as an extra skill on your armor when you try rolling for skills via Qurious Armor Crafting.
Best Armor Augments and Armor Recommendations
Dragonblight normally removes the element and status of all weapons. However, Dragonblight given by Dragonheart doesn't affect Dragon element weapons. This can be paired with Valstrax Soul Ramp-Up to boost dragon elemental damage whlie Dragonheart is active.
