YES. Earplugs can be obtained as an extra skill on your armor when you try rolling for skills via Qurious Armor Crafting.
Best Armor Augments and Armor Recommendations
Roars that deal damage to you are not negated. If you get hit by the Magnamalo's roar's explosion or if you are too near a Tigrex's roar, you will still get damaged. Know your target monster and decide if getting Earplugs is worth it or not.
