Latent Power is a Skill in Monster Hunter Rise (MH Rise): Sunbreak which increases affinity and reduces stamina depletion when it is active. Skill Effect
Temporarily increases affinity and reduces stamina depletion when certain conditions are met.
Level Effect by Level
1 While active, increases affinity by 10% and reduces stamina depletion by 30%.
2 While active, increases affinity by 20% and reduces stamina depletion by 30%.
3 While active, increases affinity by 30% and reduces stamina depletion by 50%.
4 While active, increases affinity by 40% and reduces stamina depletion by 50%.
5 While active, increases affinity by 50% and reduces stamina depletion by 50%.

Can You Roll Latent Power via Qurious Armor Crafting?

YES. Latent Power can be obtained as an extra skill on your armor when you try rolling for skills via Qurious Armor Crafting.

We tested Latent Power at level 1 in the Training Area. The overall effects may differ in actual quests.

175 Seconds Must Pass in Battle

MH Rise - Latent Power Activates After Being in Battle for 175 seconds

In order for Latent Power to activate you must be in active combat with a large monster. Apparently, having your weapons drawn count as active combat with a monster. This could be useful in taking advantage of this buff skill.

Each Attack That Hits Reduces the Time Until Activation

As you land hits on a monster, the time until Latent Power activates will decrease.

The Amount of Damage Doesn't Matter

While landing hits will decrease time until activation, the actual amount of that damage doesn't matter. You're free to swing away until it kicks in.

Damage Received Also Has No Effect

Smiilar to the amount of damage dealt not having an effect, the damage you take from a monster also doesn't make a difference. We tested taking damage with various mechanisms in the Training Area with no effect on the skill.

How to Know When Latent Power is Active

MH Rise - How to know when Latent Power is activated

A sign that Latent Power is activated is when your hunter's forehand starts emitting a shinning light. Depending on your Latent Power skill level this should increase your affinity and should reduce stamina stamina depletion.

Active for Two Minutes

It is important to note that Latent Power's duration, when activated, lasts for two minutes during combat.

Latent Power (levels 1 to 5) activates after taking a total of 180 damage or after 300 seconds have passed since the beginning of the hunt or since the last deactivation this is what I found when I Google for it
