NO. Stormsoul is not obtainable as an extra skill on your armor when you try rolling for skills via Qurious Armor Crafting.
Best Armor Augments and Armor Recommendations
With Free Title Update 3.0, Wind Serpent Ibushi and Thunder Serpent Narwa armors received a skill update.
Once you complete the quest, The Allmother, and defeat Narwa the Allmother, the Stormsoul skill will become available.
Each piece of the High Rank versions of Narwa and Ibushi's armor will need to be upgraded to level 8 before being able to upgrade once more with Allmother+ materials to unlock Stormsoul.
Stormsoul is automatically available on the Master Rank Narwa - Pure and Ibushi - Pure armor sets without the need to upgrade.
