Skill Effect
Reduces bubbleblight and grants increased evasion when afflicted.
Level Effect by Level
1 Reduces the effects of major bubbleblight.
2 Reduces major bubbleblight to minor bubbleblight and increases evasiveness while afflicted.
3 Also inflicts bubbleblight when performing consecutive evasive movement.

YES. Bubbly Dance can be obtained as an extra skill on your armor when you try rolling for skills via Qurious Armor Crafting.
