Space Scoundrel is the background that you want to start with if you want to play as a Space Pirate due to the skills the relevant skills that you can get namely Pistol Certification, Piloting, and Persuasion.
Pistol Certification is a great skill to have since pistols are, arguably, a pirate's first choice of weapon. You can also get a lot of benefit from Piloting which will give you great ship manuverability at the beginning and allow you to pilot the different ships that you can hijack in the long run.
Lastly, Persuasion is great social skill to convince people when you're cutting corners or getting out of tough situations!

Fitness and Wellness skills are great for boosting health and oxygen. Take one point in Stealth and Gymnastics to have access to stealth and combat slide abilities, which will be handy in certain situations.
As a Space Pirate, taking on Martial Arts is great to have more effectiveness when fighting unarmed or with a melee weapon. While Nutrition fits into the role-playing aspect since a pirate's life is closely tied to good food and great drinks!

A Space Pirate is well versed in different kinds of combat, but ballistic and melee weapons are definitely at the top of the list. Ballistics, Pistol Certification, and Dueling are all good skills to go with the build concept. Shotgun Certification and Demolition serve as bonuses for suitable alternative weapons.
Marksmanship, Targeting, and Sharpshooting are all damage-boosting skills that revolve around critical strike chance and damage. This fits the bill, as the previous weapon choices have great critical strike effects. Rapid Reloading is good for faster and smoother reloading.

Being Wanted is right up your alley, as you are constantly defying the law through your piracy and schemes. While Spaced is a trait you'll want due to the amount of time you'll spend in space pirating.

As a Space Pirate, you're well versed in a lot of weapons, but most of them shine in close-combat encounters. This build focuses on the use of pistols, shotguns, melee weapons, unarmed combat, and explosives, all of which require you to be relatively close in order to properly use them.
Make sure to keep a close distance from your enemies to maximize the damage that you can deal them.
Being a Space Pirate is all about searching the galaxy for ships to pirate and loot to discover. With the build's chosen skills and traits, you will shine best in space encounters. There are a lot of activities to do in space, so make sure to capitalize on them.
A pirate's life is about being free to explore and do what you want whenever and wherever you want to. Remember that the law is more of a guideline than a mandatory thing for you! Go out there and live without limits!
