As Theft is a Novice skill, it can be learned without having to spend skill points on other skills in the Social skill tree. You just need to spend a skill point on Theft to learn it.
The Theft skill is automatically learned by the following backgrounds:

To ensure you successfully pickpocket an item, quicksave before attempting to pickpocket to ensure you can load that save if you fail the attempt.
How to Save
There's a higher chance of successfully pickpocketing if you are unseen by the person you're trying to pickpocket. Not only does the Stealth skill unlock the Stealth Meter, but it also helps you stay undetected from the people you try to pickpocket.
How to Pickpocket Successfully
In combat, hostile enemies can be pickpocketed by stunning them by dealing damage with the Electromagnetic (EM) damage type. Deal EM damage with EM weapons or with your fists while having the Neurostrikes skill allocated.
