They say a ship is only as good as its crew, but that is contingent upon that crew having the right captain to lead them. |
As Ship Command is a higher-tier Master skill, it is unlocked by spending a total of 12 skill points in the Social skill tree before it can be learned.
There are no backgrounds that start with the Ship Command skill.

2 | Destroy or board 5 ships with a crew of two or more. | You can have up to five active crew members. |

4 | Destroy or board 50 ships with a crew of six or more. | You can have up to eight active crew members. |
You can recruit new crew members at bars in all major cities. Some bars to visit are The Hitching Post, The Rock, Aggie's, and the Sixth Circle. You will have to hire them at a cost, which you can reduce via a persuasion check.
Crew Explained: What Do Crew Members Do?
To hijack ships, you need to cripple them when in space combat by targeting the ship's engines. Afterward, you dock with the crippled ship.

For the ship hijacking to count in the challenge, you must use a ship you OWN/BOUGHT. You CANNOT use a ship you commandeered and registered previously, otherwise the game won’t count any further hijacking in the challenge bar. You can/should be able to use a ship you were awarded/gifted via missions (e.g. Razorleaf, Star Eagle, Frontier); but I’ve not tried personally confirmed this yet. https://www.reddit.com/r/Starfield/comments/169djxi/is_the_ship_command_skill_bugged/

Also, you must have the required number of crew members in YOUR SHIP listed in the challenge and DESTROY the ships for it to count. In my experience, boarding/hijacking the ship does NOT count toward the challenge (I mostly fought pirates, Va’ruun and Ecliptic ships…not sure if others might count towards the challenge).
