There are situations within the game where combat is unavoidable. One way or another, you will have to defeat the enemies you encounter in these situations. Though it’s impossible to do a 100% pacificist run, we have some ideas for the most pacificist playthrough with this build in mind.

The best background for a pacifist build is the Diplomat for Persuasion, Commerce, and Wellness. These skills are a good foundation for avoiding confrontation, gaining credits, and surviving dangerous scenarios.

The most important skills for a pacifist build lie on the Social tree due to the availability of combat-avoiding skills. You'd want as many options to avoid combat as possible, which is why it's extremely important to get Persuasion, Diplomacy, Intimidation, and Negotiation.
You can also acquire Manipulation, Instigation, and Xenosociology to make enemies fight each other and avoid getting your hands dirty in situations where a fight is unavoidable.
Another highlight of the build is utilizing companions to deal with enemies, so getting Leadership is important to let them do as much damage as possible. Lastly, having Commerce is great for credit management.

The Tech skills in this build are more than necessary to unlock certain quality of life features. Boost Pack Training allows you to use boost packs, which will increase your mobility when avoiding enemies.
Piloting will allow you to utilize your ship's thrusters to get dodge enemy ship attacks. Targeting Control Systems will let you target enemy engines to stop their ship for moving, which you may use as an opportunity to escape if necessary.
Security is an excellent skill that will allow you to enter locked areas that may have items or equipment that can help with your survival or gain credits when sold.

An ideal pacifist build would not utilize any weapons, but since not all combat is avoidable, having a Novablast Disruptor is recommended.
This weapon, being an Electromagnetic Rifle, will not kill enemies but rather place them in a paralyzed state, which will allow you to avoid them or let your companions easily finish them off.

One of the highlights of this build is utilizing companions to deal with enemies during a fight. Having Extrovert and Empath is a huge advantage in boosting your own and your companion's survivability and combat prowess.

If you want to have as much of a pacifist run as possible, you must prioritize on getting and ranking up your social skills. Skills like Persuasion, Intimidation, Diplomacy, and Bribery works great to end situations in your favor.
Since you won't be able to talk your way out of some combat, it's best to let your companions handle enemies. It's recommended to bring a companion with high combat skills and to give them a strong weapon that they can take advantage of.
If you set things up properly, your companion will be able to keep your pacifist playthrough possible.
Creators' Peace is the best Starborn Power for a pacifist build due its capability to disarm and pacify enemies. You can acquire this Starborn Power by completing the light puzzle in the Temple Nu.

Interesting idea. My main character in other games is a pacifist, but have been reluctant to play her in Starfield, due to not being able to figure out how. Maybe I'll give it a try.
