The Eleos Retreat is found on the planet Ixyll II in the Ixyll star system. It's designed to be a rehabilitation site for outlaws, but construction has been halted when you first arrive.

You can purchase ships or buy ship parts to upgrade your current one at the Ship Services in Eleos Retreat.
Inside the Ship Services building, you'll also find a Trade Authority kiosk where you can sell any excess items you have for credits.
Each building in the Eleos Retreat has workbenches that you can use for crafting.
