High Price to Pay Walkthrough and Rewards
Fly over to the Stroud-Eklund Staryard on the orbit of the Dalvik planet in the Narion Star System. Approach the station, dock your ship then climb aboard.

Look for Jules in the conference room which is located along a corridor to the left of the reception area. Use the Hand Scanner if you're not sure how to get there.
You will have to persuade Jules to go to the board and convince them for a larger budget on the ship building project. Fill up 6 bars of the persuasion meter within 3 turns to succeed. This will also allow you to get the Kepler R Ship later on.
Persuasion Guide - How to Build Persuasion Meter
Complete a Passenger or Bounty Mission to gather some market research data. Access the Mission Board found outside of the room. Choose any of the missions listed and complete it. Finishing these missions will reward you with Credits!
Mission Board Quests and Rewards
Talk to each member in the conference room to give feedback on their ship design proposals. If you're trying to get the Kepler R Ship, choose the positive responses when talking to them.
Once you've completed a mission, return to Jules at the Stroud-Eklund Staryard and report your findings on the research data.
Go to The Lodge on the planet Jemison in the Alpha Centauri System and let Walter Stroud know that the production of the latest ship is back on track.

Overdesigned Choice Guide Summary |
---|
・Successfully Persuading Jules Gets You the Kepler R Ship └ Failing results in you paying 100,000 Credits ・Successfully Persuading Frank Gets You the Kepler S Ship └ Failing results in getting the Kepler R Ship instead. |
If you manage to persuade Jules to go for the large budget, you'll get the Kepler R Ship at the end of the quest. However should you fail, you'll end up paying 100,000 Credits to fund the project.
Make sure to save before doing so. The Persuasion Skill and other items that grant this buff should come in handy.
Successfully persuading Frank to go with a smaller budget will result in you receiving the Kepler S Ship instead of the Kepler R.
If you fail to persuade him, you're left with no choice but to convince Jules to pursue with the large budget and ultimately lose your chance of getting the Kepler S.
For those who wish to go for a high-end spacecraft and ride in style across the galaxy, they should go for the Kepler R as it's the better ship of the two.
However, if flying around space isn't your idea of fun, then the Kepler S is a decent ship just to get by different planets across the Star Systems.

I haven’t started high price to pay quest yet but completed this quests so i don’t think that is really a requirement

I've seen heaps of guides say you need to do the high Price to Pay quest for this one but it's not true, at least, not in my experience. I'm on my 3rd playthrough now and it becomes available after All the money can buy quest which is much earlier in the chain.
