Head on over to the Red Mile on the planet Porrima III of the Porrima system. Upon landing, go to the leftmost side of the settlement and you'll find the package behind a dumpster.

2. Deliver Package to Salinas

Starfield - Deliver Package to Salinas

Return to Salinas and deliver the package to him to end the quest. You'll be rewarded with 100 EXP and credits for your trouble.

Unlocks the Shop of Salinas

Starfield - Salinas Shop Vendor

After completing the quest, ask him what he has for sale and he'll lead you to his personal store at the back of Apex Electronics.

You'll be able to purchase the Acid Rain and Brawler's Equinox from him, as well as a bunch of modified weapons and ammo that you won't normally find at other shop vendors.
