The FPS cap on Xbox Series X|S is 30 FPS, while on PC, although unconfirmed, it's likely to be at least 60 FPS.

Capped at 30 FPS on Xbox Series X|S

Starfield will be capped at 30 FPS on the Xbox Series X|S. Game director Todd Howard has mentioned in an interview with IGN that Bethesda chose this frame rate in order for the game to run consistently on the Xbox, and so that no amount of detail will have to be sacrificed just so the game can run at 60 FPS.

PC Capable of Running at 60 FPS

There has been no official announcement as to the FPS cap on PC. However, Todd Howard has confirmed in the same interview with IGN that Starfield's game engine is capable of reaching 60 FPS, so it's safe to say that Starfield on PC can be played at at least 60 FPS, 4K resolution.

What are FPS Cap and Frame Rate?

Frame Rate Affects Game Smoothness

Technically, the frame rate refers to how many individual frames are shown on your display per second, in order to simulate movement. The less frames, the more it will feel like a slideshow. The more frames, the smoother the video output.

FPS Cap Limits the Frame Rate

FPS stands for frames per second, and and FPS cap means that its frame rate will be limited to a certain threshold. Even though a game's engine is capable of running up to 60 FPS, as Todd Howard has confirmed, the developers have decided to limit or cap the FPS of Starfield to 30, to maintain consistency.

More is Better

Modern monitors are capable of displaying at a consistent 60 FPS, and some gaming displays can even reach 240 FPS or even higher. This makes Bethesda's choice to give Starfield an FPS cap a very controversial one, as 30 FPS isn't enough for gamers these days, also considering that modern games on the PS5 like God of War are able to reach 60 FPS.
