Weapon Modifier IDs are used in the Console Command. This feature is only available on the PC, so you can't get Weapon Modifiers with this method if you're playing on the Xbox.
The command for adding Modifiers to weapons is different from other Item IDs, and it even requires an additional REFID (which changes everytime your weapon is dropped). Here's how to open the Console Command and put in your Mod Item IDs:
If you want to remove the mod you just added to your weapon, you can use the "REFID.rmod MODID" command instead.
