Allocate the Botany Skill for at least one rank in the Science Skill Tree to start raising and farming flora. Botany allows building a Greenhouse in an Outpost.
To allocate Botany, you need to have at least two points allocated in the Science Skill Tree.
The next step is to find a planet to establish your flora-farming Outpost. Planet type, temperature, and water are factors that allow flora to grow on a planet.
A planet that already grows abundant flora will be a safe bet to choose to build your Greenhouse.
Here's a small list of familiar planets or moons you can build a Greenhouse on:
To be able to craft a Greenhouse, you need to scan a species of flora local to that planet to 100%.
There's a small exception of flora that does not allow Outpost Production. Scanning these flora will not unlock crafting a Greenhouse in that planet.
Once you have chosen a planet, select a location for the farm and build an outpost. An area with an H2O vein to farm water from would be great but unnecessary.
Enter build mode through the Outpost Beacon or Hand Scanner.
Switch between module categories until you select the Builders Tab. Build the Greenhouse in your preferred location.

Water Extractors are Outpost Modules that can extract and supply water to the Greenhouse. Build an Extractor - Water on top of an H2O vein for a cheaper way to extract water. Extractor - Water Vapor is a module requiring the rarer Membrane material but can be placed anywhere.
Enter build mode through the Outpost Beacon or Hand Scanner.
There are no restrictions on how far the Water Extractor is from the Greenhouse as long as both are within the Outpost's area.

Output links make outpost modules send materials to other modules automatically.
In this case, the Water Extractor would be the source of the water, and the Greenhouse will receive it for Flora growth.

1 | Enter the Outpost UI. Do so by interacting with the Outpost Beacon or the "Outpost" prompt from your Hand Scanner |
2 | Use Modify Mode. This is the other mode in the Outpost UI aside from Build Mode |
3 | Highlight the Water Extractor and press the "Create Output Link" prompt. This would show a red line coming from the extractor. |
4 | Drag the Output Link Line into the Greenhouse until it anchors to it. Press the "Create Anchor Link" prompt. |
Build a Power Source to supply power to the Greenhouse and Water Extractor. The Greenhouse requires three power, and the Water Extractor needs five.
Building two Solar Arrays, Wind Turbines, or a combination of both should be enough to power both modules.

Select which material to produce in the Greenhouse, then activate all the modules. If done correctly, the Water Extractor should be providing water to the Greenhouse, and the Greenhouse should be producing materials.
As this is the most basic way to farm flora, there are many ways to improve this design.
You may add a material storage or a Transfer Container Storage that receives materials from the Greenhouse.
You may also make the farm on a larger scale with multiple Greenhouses as long as it follows the basics of this guide.
