To get Experiment A-7, you need to progress the story to unlock the Final Glimpses main quest. From here, take the route that will take you to Freya III. Reaching this system will unlock the mission, Entangled.
Speak to Ethan and ask him about any scorpions native to this planet. Wait for the Persuade dialogue option, select it, and he will give you this unique weapon.
