After completing Operation Starseed side quest, return back to Crucible and talk to Amelia Earhart to recruit her. The best part about inviting her to join your crew is that she won't ask for anything in return for her services.

Make sure to avoid choosing the Initiate Full Project Cleanse option in the last part of the quest; otherwise, you won't be able to recruit Amelia.
