To open Master Locks, you need rank up your Security skill to Rank 3. Bouncers, Cyber Runners, Cyberneticists, and Industrialists should be able to get this rank more easily, as they start with the Security skill.

There is an exploit that allows you to obtain the armor inside case without needing Master locking. Simply, aim for the small space in between the glass door and the connected panel and a prompt to interact with the armor should appear.
